Welsh Political Institutions in 2010: Future Relations Between Local Government and the National Assembly

Relations between the National Assembly and Local Government have had a shaky start. Nevertheless, leading politicians in the Assembly Cabinet are set on enhancing the role of the 22 Welsh counties in the delivery of key services, in particular health and education. This paper argues that the likely advent of legislative powers for the Assembly will cause further changes in its relationship with local authorities together with their numbers and organisation. When the Commission into the National Assembly's powers starts work early in 2002 it won't have on its agenda just the Assembly. It will be obliged to examine the European, United Kingdom and the local government level as well. We are talking about developing new, inter-locking and multi-layered constitutions - for Europe, the United Kingdom, Wales and our local communities.
