Phil Williams, who died suddenly in Cardiff in June, was
Plaid Cymru's AM for South Wales East during the first term of the
National Assembly, and Professor in Solar Terrestrial Physics at
the University of Wales Aberystwyth. This is an edited, updated,
version of a lecture he gave at a symposium on Regionalism and Sustainable
Development at Bad Urach, Germany, in June 2002, organised by the
Welsh Studies Centre at the University of Tubingen. The article
first appeared in the Spring 2003 issue of Scottish Affairs.
