This essay is the IWA contribution to the book Overcoming Disadvantage:
An agenda for the next 20 years published by the Joseph Rowntree
Foundation in January 2004. It argues that if we are to have any
chance of tackling poverty in Wales over the coming decade we will
have to get to grips with the intractable concentration of localised
difficulties in the southern Valleys.
