Taxation and borrowing powers for Wales

26th November 2012

Parc Thistle Hotel, Park Place, Cardiff 9.00am - 4.00pm

A conference arranged by the UK's Changing Union Partnership

UK's Changing Union Conference - Responses to the Silk Commission’s first report

Chair: Geraint Talfan Davies

This conference is arranged by the UK Changing Union partnership of the Wales Governance Centre, the IWA and Tomorrow's Wales. It will engage with the Silk's Commission's recommendations on fiscal devolution to Wales, due to be published in November.

How far should the Welsh Government be allowed to go in taxing and borrowing? Will this mean an increase in accountability or an invitation to tax and spend? How strong are the arguments? Who and what have influenced the Commission? How could this benefit the Welsh economy? What are the challenges for the civil service? How might it change Welsh politics, and what are the implications for the United Kingdom? And what of the Barnett formula, and the case for another referendum?
